Meta Special Ad Categories in India Explained: Housing, Jobs, Finance and Politics

What Meta's special ad categories mean for Indian advertisers in real estate, recruitment, loans and insurance: when you must declare one, when targeting restrictions apply, and how to run these ads well anyway.

Meta special ad categories in India explainer cover, covering housing, employment, financial products and political ads

If you advertise property, jobs, loans or insurance on Facebook and Instagram, you've probably seen the "Special ad categories" box when creating a campaign. Many Indian advertisers either ignore it or tick it and then wonder why their targeting options vanished.

Here's what it is, what it changes, and how it applies to campaigns aimed at people in India. Meta changes these rules from time to time, so check the current Meta policy pages before a big launch.

The four categories

Meta special ad categories: housing, employment, financial products and services, and social issues, elections or politics
Housing, employment and financial products share one set of rules.
  • Housing: ads for selling or renting property, and related services like home insurance or mortgages.
  • Employment: job ads and recruitment.
  • Financial products and services: loans, credit cards, insurance, investments and similar. This replaced the older, narrower "credit" category.
  • Social issues, elections or politics: this one is separate. In India it needs ad authorisation and a "Paid for by" disclaimer, whatever you do with the others.

What the restrictions do

Normal Meta targeting compared with special ad category restrictions: fixed 18 to 65+ age range, all genders, no location exclusions, limited detailed targeting and no lookalike audiences
Restrictions remove most of the levers marketers are used to.

When housing, employment or financial products restrictions apply, Meta's own Marketing API documentation lists these limits:

  • Age is fixed at 18 to 65+.
  • You can't pick a gender.
  • Location exclusion isn't allowed, and in the US and Canada locations must cover at least a 15-mile (25 km) radius.
  • Demographic and behaviour targeting are removed; interests come from an approved list, with no exclusions.
  • Lookalike audiences are unavailable.

Does this apply in India?

According to Meta's documentation, the restrictions apply to advertisers based in the United States or running ads that reach the United States, Canada or Europe. Advertisers outside those regions, targeting audiences outside them, still pass the special ad category field, but can choose to opt in or opt out of the audience restrictions.

In practice, for an Indian business advertising only to people in India:

  • A Kochi builder advertising flats to buyers in Kerala is not forced into the restricted targeting.
  • The same builder targeting NRIs in the UK or Canada is. That catches many Kerala real estate campaigns, since NRI buyers are a big part of the market; see Meta ads for real estate in Kerala.
  • A nursing recruiter advertising UK jobs to nurses in Kerala is fine, but the moment the audience includes Ireland or the UK, restrictions apply. See ads for nursing recruitment agencies.

Ads that should be in a category but aren't declared can be rejected, and repeated rejections hurt your account. If you're unsure, declare it.

How to run good campaigns with restricted targeting

Restricted targeting isn't the end of performance. Modern Meta campaigns rely more on creative and conversion data than on targeting anyway.

  • Let the creative qualify. Put the price band, location, eligibility or loan type in the first line and the visual. The wrong people scroll past.
  • Use qualifying form questions. Budget, timeline, location, experience. These filter more than any interest ever did.
  • Feed back real outcomes. Send site visits, interviews or loan approvals from your CRM to Meta through the Conversions API. Optimising for the stage that matters replaces most of what targeting used to do.
  • Retarget your own audiences. Video viewers, page engagers and site visitors are still available within Meta's rules.

Indian rules sit on top of Meta's

Meta's categories are platform policy. Indian law still applies on top: RERA registration numbers for real estate projects, MEA registration for overseas recruiters, and RBI, SEBI or IRDAI rules for financial products. A Meta-approved ad can still break an Indian regulation, so check both.

Frequently asked questions

Do I need to select a special ad category for real estate ads in India?

You should declare housing for property ads. If the audience is only in India, Meta lets advertisers outside the US, Canada and Europe choose whether to apply the restrictions; targeting NRIs in those regions applies them.

Why did my targeting options disappear?

You probably declared housing, employment or financial products with restrictions applied. Age, gender, detailed targeting and lookalikes are limited in that mode.

Are education or healthcare ads a special ad category?

No. They have their own content policies, but they're not one of the four special ad categories.
