How to Target NRIs in the Gulf with Meta Ads (for Kerala Businesses)

Many Kerala purchases are decided in Dubai, Doha or Riyadh. How to reach Malayali NRIs in the GCC with Meta ads: location and language settings, the timing that matches Gulf weekends and leave, and what to change in the funnel.

How to target NRIs in the Gulf with Meta ads guide cover, for Kerala resorts, jewellers, builders and other businesses reaching Malayalis in the GCC

For many Kerala businesses the customer isn't in Kerala. A villa in Thrissur, the gold for a daughter's wedding, the resort booking for the family's summer visit: plenty of these decisions are made by Malayalis living in Dubai, Abu Dhabi, Doha, Muscat, Kuwait or Riyadh.

Meta ads are one of the best ways to reach them, because the Gulf Malayali community is very active on Facebook, Instagram and WhatsApp. But a campaign set up for Kochi doesn't automatically work in Dubai. Here's what to change.

Who's worth targeting this way

Gulf NRI campaigns tend to fit businesses where the purchase is high value, planned ahead, and tied to home:

Location targeting: separate the Gulf

The single most useful change is to put the Gulf in its own ad set. If you run one ad set for "Kerala + UAE + Qatar", Meta spends most of the budget wherever results look cheapest, usually Kerala, and you can't see which audience actually converts.

Set up:

  • One ad set for the GCC countries you care about (UAE, Saudi Arabia, Qatar, Oman, Kuwait, Bahrain), or one per country if the budget allows.
  • Use location targeting for people living in those places, not people recently there, so you reach residents rather than visitors.
  • Keep a separate ad set for Kerala, so you can compare cost per lead and lead quality side by side.

Language: Malayalam usually wins attention

Gulf Malayalis respond to content that feels like home. Test Malayalam or Manglish creative against English. Set the ad's language targeting to Malayalam where it makes sense, but don't rely on it alone, as many people use their phones in English. The creative's language is the stronger signal. See regional-language ads for how to test this properly.

Timing: match their calendar, not yours

Calendar of when Gulf Malayalis plan Kerala spending: summer leave June to August, Onam in August or September, Christmas and New Year, and year-round weddings and property decisions
Run campaigns 6–10 weeks before the trip, not during it.

Annual windows. Summer school holidays, Onam and Christmas–New Year are when families travel home. Decisions about bookings, gold and visits are made weeks earlier, so start campaigns well before.

Weekly rhythm. Gulf weekends aren't the same as India's. The UAE has a Saturday–Sunday weekend, while Saudi Arabia, Qatar and Kuwait take Friday and Saturday off. People browse more in the evenings after work and on their weekends, Gulf time.

Time zones. The GCC is 1.5 to 2.5 hours behind India. If your sales team only answers until 7 pm IST, they miss the Gulf evening, when most NRIs have time to talk.

The funnel has to work across borders

NRI campaign setup checklist: separate GCC ad set, Malayalam creative, ad schedule aligned to Gulf time, WhatsApp that accepts international chats, INR prices with context and follow-up in Gulf evenings, avoiding combined ad sets and +91-only lead forms
The audience is abroad, the purchase is at home.

Phone numbers. Check that your lead form and website accept international numbers. Forms that only validate +91 numbers lose Gulf leads quietly.

WhatsApp first. NRIs live on WhatsApp. Click-to-WhatsApp ads often beat lead forms for this audience, because the conversation fits around a working day abroad.

Follow up on their time. A lead from Dubai at 9 pm Gulf time should hear back that evening or the next morning, not three days later. The basics are in how to follow up enquiries.

Price clearly. Show prices in INR, as the purchase is in India, but make it easy to understand: what's included, payment options, and whether family in Kerala can pay or visit on their behalf.

Trust signals. NRIs buying from a distance want proof: a physical address, reviews, registration numbers for property, video walkthroughs, and a real person they can call.

Measure Gulf leads separately

Use your CRM or a simple sheet to record where each lead came from: Gulf or Kerala. NRI leads often take longer to close but are worth more. If you only look at cost per lead, the Gulf ad set may look expensive. Look at revenue per lead instead, and send closed deals back to Meta with the Conversions API so it learns which Gulf leads actually buy.

Frequently asked questions

Can I target Malayalis in Dubai with Facebook ads?

Yes. Target people living in the UAE (or specific emirates), and use Malayalam or Manglish creative so the ad speaks to the community. Meta doesn't offer a reliable "Malayali" targeting option on its own, so the creative and language do most of the work.

Is it cheaper to advertise in Kerala or in the Gulf?

Gulf audiences usually cost more per impression than Kerala. Whether that's worth it depends on what the lead is worth. For property, gold and wedding spending, NRI leads are often worth considerably more.

When should I run ads for NRIs visiting Kerala in summer?

Start in April or May. Families plan summer leave and book tickets early, and decisions about stays, purchases and bookings are made before they land.
